Montenegro runs at a scale that forces you to slow down: in two hours on the road, you go from a dense, tourist-heavy Adriatic coast to mountain ranges where villages still count their inhabitants in the dozens. This small country of 620,000 people has adopted the euro without joining the EU, which says something about its pragmatic relationship with the outside world. Kotor concentrates most of the tourist flow, but Herceg Novi at the north of the bay or Ulcinj in the south offer a less saturated version of the coast.

The country splits neatly into three zones: the Adriatic coastal strip with the Bay of Kotor and sandy beaches like Velika Plaža, the karst interior around Cetinje and Lake Skadar, and the mountainous north dominated by Durmitor National Park and the Tara Canyon. These three regions share little climatically or culturally, and each deserves its own stretch of time.

Getting around

A car is essential once you leave the coast. The roads to Durmitor or Lake Skadar are in good shape but winding. Intercity buses link Podgorica to Kotor or Bar reasonably, but schedules are thin off the main corridors.

The Kotor-Lovćen road with its 25 hairpins is often sold as a panoramic drive. Few guides mention that it's walkable from the old town in two hours of climbing, which avoids the queue of cars and gives access to the upper fortifications without a packaged ticket.
